Cardinia Shire pool compliance & local trades.
Owning a pool in Cardinia Shire comes with a small set of legal responsibilities and a handful of jobs we don’t do in-house but refer to trusted specialists. Here’s the short version — the registry links, the inspection rules, and who to call for what.
Regular servicing, balancing, green-pool, equipment.
Our scope is the recurring stuff — weekly or fortnightly servicing, chemical balancing, green-pool recovery, and equipment repair (pumps, filters, chlorinators, heaters, dosers). That covers 90% of what a Pakenham pool needs through the year.
The compliance references every Pakenham pool owner should bookmark.
The pool-safety regime in Victoria has tightened steadily since 2020. These are the references we point owners to constantly — particularly around pool registration and the 4-yearly fence inspection, where penalties are real and councils don’t chase you.
- Cardinia Shire Council — Pool & Spa Register — every pool/spa over 30cm deep must be registered. One-off ~$32 fee. Required at property sale. cardinia.vic.gov.au
- Victorian Building Authority — Pool Safety — the pool-safety inspection (PSI) regime and the public register of accredited inspectors. Inspection required every 4 years to AS 1926.1. vba.vic.gov.au
- AS 1926.1 — Safety barriers for swimming pools — the Australian Standard your fence and gate must comply with. Common failures: gate self-closers, 900mm no-climb zone, base gaps under 100mm, and rusted-out hinges on 20-year-old fences. Standards Australia
- South East Water — Pakenham mains water profile — useful to know your hardness, alkalinity and chloramine baseline when topping up the pool. Moderate hardness across most of Pakenham. southeastwater.com.au
- SPASA Victoria — Swimming Pool & Spa Association — the industry body. Useful for finding accredited specialist trades (resurfacing, vinyl liner replacement, leak detection) when something is outside our scope. spasa.com.au
What we DON’T do, and who we recommend instead.
Pool-safety inspection.
We aren’t a registered pool-safety inspector. Booking is the owner’s responsibility — check the VBA register linked above. Typical cost $200–$400 in Cardinia Shire. We flag obvious non-compliance during regular servicing.
Pool fence repair / replacement.
Pool fencing is a specialist trade with its own accreditation path. If your fence fails inspection — happy to refer you to a Cardinia-Shire-based installer we trust.
Resurfacing & retiling.
Pebblecrete, fibreglass re-gel, vinyl liner replacement — all 1–2 week specialist jobs that need the pool drained and refilled. We refer these out and rejoin the pool on regular servicing once it’s done.
Leak detection.
We do the bucket-test diagnosis (is it evaporation or a leak?) and basic plumbing inspection. Pressure-testing the underground plumbing and dye-testing the shell goes to a specialist with the right gear. Once located, simple plumbing repairs we can usually do; shell repairs go back to the specialist.
Gas connection for heaters.
The water side of a gas heater is ours; anything gas-side goes to a licensed gas plumber. We coordinate directly so you only deal with one quote.
Book a pool visit — honest local pricing.
Servicing from $80 a visit. Same tech every time. No lock-in. Compliance flagged during regular service. Anything out of scope referred to a specialist we trust.
